There’s an good  account on MSNBC of how “Creationism is spreading in schools, Thanks to Vouchers”   From a policy perspective it’s an useful example how policy “side-effects,” to use James Ferguson’s term, can be more consequential than the policy’s stated aims — in this case policy functions by destabilizing the institutional field and allowing other actors entree and avenues for introducing practices that have been blocked in public institutions.
